There are two main options for foreigners to get a Romanian driving license Passing the Romanian Driving Tests or Exchanging a Foreign License for a Romanian One

1. Getting a License by Passing Romanian Driving Tests: 
-Enroll in an Accredited Driving School: Choose a driving school recognized by the Romanian Road Authority (ARR). These schools offer both theoretical and practical training for the specific license category you want.
-Complete Theoretical Training and Take the Theory Test: The theory test covers Romanian road laws, signs, and driving safety. It’s a computerized test with 26 multiple-choice questions, and you need to score at least 22 to pass.
-Undergo Practical Training and Pass the Driving Test: After completing the required number of driving hours, you’ll need to pass the practical test.
-Submit Your Application: After passing both the theory and practical tests, submit your application with the necessary documents: ID, medical certificate, exam results, and proof of completed driving school.
-Pay Fees: Fees for the driving license vary by region and category. Be sure to pay the required amount.
Receive Your Romanian License: The license will be issued within a few days to a few weeks. It is typically valid for 10 years, after which it must be renewed.
2. License Renewal Process: To renew your license, take your expired license, medical certificate, proof of residency, and fill out an application form at the DRPCIV.
3. Exchanging Your Foreign License for a Romanian One: If you already hold a valid foreign license, you might be able to exchange it for a Romanian one. Key points to consider: 
-Residency Requirement: You need to have lived in Romania for at least six months to exchange your foreign license. Documentation: You will need proof of residency, your foreign license, a medical certificate, and a notarized translation of your license (if applicable).
-Required Documents for Exchange: Your foreign driving license Proof of legal residency in Romania Medical certificate confirming your fitness to drive
-Payment for the exchange fee (about Lei 89 or EUR 18)
-For Some Countries: Additional documents like certified translations or specific certificates are required.
